Anu Lõhmus

Anu Lõhmus is a Research Associate at the Institute for Advanced Dynamic Uncertainty, where her work applies mathematical optimisation to the design and analysis of energy regulatory frameworks. She holds a PhD in Applied Mathematics from Tallinn University of Technology (Department of Cybernetics), where her doctoral research developed optimisation models for energy network tariff design — formulating the regulator's problem as a constrained programme over feasible tariff structures, and characterising the conditions under which cost-reflective pricing is compatible with universal access and financial sustainability constraints.

Following her doctorate, Lõhmus extended her work to regulatory problems in which demand is stochastic and the regulated entity faces investment decisions under price uncertainty. Her research in this period produced dynamic models for network access pricing in which the regulator sets forward-looking tariffs based on probabilistic load forecasts, and derived conditions under which such tariffs are incentive-compatible — ensuring that operators neither over- nor under-invest relative to the socially optimal capacity trajectory.

At IADU, she applies these frameworks to sovereign energy policy design: the mathematics of optimal transition pathways under regulatory uncertainty, the design of capacity remuneration mechanisms for energy systems with high shares of variable renewables, and the formulation of investment obligations for state-owned energy infrastructure as stochastic control problems. Her work is directly relevant to the Institute's mandates with energy ministries and sovereign institutions managing large-scale energy system transitions.
